Billing characteristics / notes:
- Topic fees are billed hourly; a topic is billed as long as it exists during the hour.
- Message request fees are calculated based on number of requests (payload counted in 4KB blocks) and use tiered pricing by cumulative volume.
- Some Enterprise Platinum Edition instances use subscription (prepaid) billing with discounted rates for long-term commitments.
