What is Scalr

Scalr is a cloud management platform focused on Terraform-based infrastructure provisioning, policy enforcement, and operational governance across multiple cloud accounts and environments. It is used by platform engineering, DevOps, and security teams to standardize infrastructure-as-code workflows, control access, and apply guardrails for cost and compliance. The product emphasizes self-service infrastructure delivery with centralized controls such as policy-as-code, RBAC, and environment/workspace management. Scalr is commonly positioned as an alternative control plane for Terraform operations rather than a general-purpose application PaaS.

pros

Strong Terraform workflow governance

Scalr provides a centralized system to run and manage Terraform operations with controls around who can deploy, what can be deployed, and how changes are approved. It supports policy enforcement to prevent non-compliant infrastructure changes before they are applied. This is useful for organizations that need consistent IaC practices across many teams and cloud accounts.

Multi-account and multi-cloud controls

Scalr is designed to manage infrastructure across multiple cloud providers and multiple accounts/subscriptions with shared governance. It offers constructs such as environments/workspaces and reusable modules to standardize deployments across teams. This helps reduce configuration drift and inconsistent patterns when compared with ad-hoc Terraform usage.

Self-service with access controls

Scalr supports self-service provisioning while maintaining centralized oversight through role-based access control and separation of duties. Teams can consume approved modules and workflows without direct access to underlying cloud credentials. This model fits platform teams that want to enable faster delivery while keeping security and compliance requirements enforceable.

cons

Not a full application PaaS

Scalr primarily targets infrastructure provisioning and governance rather than application runtime management. Organizations looking for managed application deployment, build pipelines, and runtime scaling features may need additional tools. As a result, it typically complements rather than replaces developer-focused PaaS platforms.

Terraform-centric operational model

The product’s value is strongest when Terraform is the standard for infrastructure-as-code. Teams using other IaC approaches or heavy click-ops may see less benefit and face adoption friction. Standardizing modules, workflows, and policies can require upfront platform engineering effort.

Cost management is governance-oriented

While Scalr can support cost controls through policy guardrails and standardized provisioning, it is not primarily a dedicated cloud cost analytics and FinOps reporting suite. Organizations that need detailed cost allocation, anomaly detection, and advanced forecasting may require separate cost management tooling. Cost outcomes depend on how thoroughly policies and module standards are implemented.

Plan & Pricing

Pricing model: Pay-as-you-go (priced per "run" — a Terraform/OpenTofu apply or a dry-run/plan). All product features & capabilities are included across subscriptions; Scalr states there are no charges for users, workspaces, resources under management, private agents/workers, or SAML.

Free tier/trial: Free tier available — includes 50 runs per month (Scalr explicitly documents a free tier with 50 runs/month). New accounts receive 5 concurrent runs by default (concurrency can be increased free of charge).

Example costs / notes (official):

  • Flex run (overage) rate: $0.99 per run (charged at the end of the subscription period).
  • Example (volume/annual discounts shown on official docs): 1,000 runs/month = $954 per month (this reflects a ~3.64% volume discount off the base price). If purchased annually as 12,000 runs/year that equates to $10,746/year (~9.55% discount vs. monthly base math).

Enterprise / purchasing: Enterprise plans and custom agreements are available (data residency, custom MSA, TAs, contract addenda, etc.). Customers can purchase monthly (credit card) or annual (credit card/ACH) plans and via AWS/GCP Marketplaces.

Discount options: Volume discounts are built into the pricing calculator on scalr.com/pricing; annual (prepaid) plans receive additional discounts (examples listed above).
