Its value is primarily in provisioning and controlling test infrastructure.

Azure-centric deployment model

The service is designed for Azure and does not natively manage environments across multiple cloud providers. This can be a constraint for organizations with multi-cloud policies or significant on-premises lab requirements. Portability of lab definitions may require additional infrastructure-as-code work outside the service. Vendor lock-in risk is higher than with cloud-agnostic environment tooling.

VM-focused lab approach

DevTest Labs centers on VM-based environments and governance, which may not align with teams that primarily use containerized ephemeral environments. Some modern testing workflows prefer short-lived, pipeline-created environments rather than persistent lab VMs. Achieving parity with container-first practices may require complementary Azure services and additional configuration. Dev/Test discounts: Dev/Test pricing (discounted rates) is available to Visual Studio subscribers and via Enterprise Dev/Test / Azure Plan for Dev/Test (discounts apply to Windows VMs, SQL Database, App Service, Logic Apps, etc.).
